Superpowers may have unmatched military and economic might, but that doesn’t mean they can always get what they want. UN Secretary-General António Guterres points to Russia’s prolonged war in Ukraine and the ongoing US conflict with Iran as examples of how even the strongest countries can struggle to translate strength into results.

In an upcoming conversation on GZERO World, Guterres tells Ian Bremmer that recognizing those limits should push major powers toward stronger multilateral institutions and greater respect for international law. When the world’s most powerful countries disregard those rules, he argues, smaller countries begin to ask why they should follow them either – creating a world where impunity becomes the norm.
