Institutional constraints have blocked much of President Trump's agenda, but they haven't stopped him from dividing the nation. The House has impeached him, and the Senate will acquit him, creating a dynamic that will ensure that, no matter who wins, the November election is perceived as "rigged" by a large percentage of the population. Here's a tally of the percentage of the public that believes the presidential election will be fair.
